Cowlitz Family Health Center is looking for an experienced Human Resources Director to join our team! SUMMARY: The Human Resources Director will shape and integrate CFHC’s approach to recruiting and talent development, performance management, equity and inclusion, and workplace culture in alignment with the organization’s strategic plan. This position leads, directs, plans, develops and coordinates the policies, activities, and staff of the Human Resources (HR) department, ensuring legal compliance and alignment to CFHC’s mission and strategies. Oversees or administers all HR programs including but not limited to compensation, benefits, leave, employee and labor relations, recruiting and talent acquisition, performance management, recognition, training, and development.
SUPERVISOR RESPONSIBILITIES: The Human Resources Director supervises the HR team.
DUTIES AND RESPONSIBILITIES:
- Leads discussions and communications with stakeholders regarding HR organizational direction. Partners with executive team and Board to analyze, review and continuously develop business strategies that both enrich collaborative business, and grow team members.
- Leads, builds, motivates, and defines positive outcomes for the HR team.
- Responsible for all recruitment and talent acquisitions with an emphasis on creating a diverse and inclusive workforce reflective of CFHC’s members and those they serve.
- Develops the organizational recruitment and retention plan in accordance with the strategic plan. Manages the recruitment and selection process for licensed providers and management positions.
- Leads employee relations by promoting a respectful workplace and consults with employees and leaders as needed to improve work relationships. Investigates and resolves employee concerns promptly; handles discipline proceedings in accordance with company policy and collective bargaining agreements as needed.
- Facilitates organizational assessment and development; collaborates with CFHC leadership to develop solutions to short-term business needs and long-term business strategies; oversees and participates in planning employee and organizational events around teambuilding, morale, culture, recognition, etc.
- Oversees HR policies, procedures and compliance programs to ensure currency, consistency and appropriateness with business philosophy, ethics, values, and business interests. Monitors and modifies policies and practices to maintain compliance with federal, state and local employment laws, regulations, recommended best practices, and to eliminate or mitigate risk.
- Oversees and drives efforts to ensure that CFHC performance management is focused on improving performance at all levels, including individual employees, supervisors, departments and the company as a whole.
- Develops and manages the on-boarding and off-boarding for employees.
- Directs compensation and benefit programs with focus on improving compensation and benefit practices. Oversees, in collaboration with leadership, benefits selection and enrollment. Coordinates with HR staff to ensure timely entry of data into the human resources information system (HRIS).
- Establishes and manages contracts/agreements with educational institutions, and reviews educational facility contracts.
- Functions as a liaison between Medical Director/Associate Medical Director/Clinic Operations Director, and locum staffing agencies for immediate and long-term licensed provider staffing needs.
- Provides advice to senior leadership on various human resources matters including employee relations, legal compliance, performance management, etc.
- Serves as primary contact for labor union matters, and lead negotiator for union collective bargaining agreements.
- Manages student loan repayment programs, processes enrollments and provides verifications to state and federal agencies.
- Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization's human resource compliance and strategy needs.
- Conducts research and analysis of organizational trends including review of reports and metrics from HRIS, talent management system, and learning management system.
- May be required to work nonstandard schedule to meet the needs of patients and the communities served by CFHC.
- All employees are expected to practice to the top of their license or certification.

DESIRED EDUCATION, SKILLS AND EXPERIENCE:
- Bachelor’s Degree in Human Resources or a related field; master’s preferred.
- Five (5) years of experience in a senior level leadership role.
- SPHR and/or SHRM-SCP certification.
- Valid, unrestricted driver’s license.
- Experience with successfully engaging organizational leadership team with strategic human resource goals.
- Experience in managing and directing staff.
- Experience in people-resource planning and complex project negotiation, planning, review and overall project management.
- Demonstrated experience and ability in employee development.
- Knowledgeable and proficient in employment law, compliance, and human resources best practices.
- Experience managing in a unionized environment.
- Strong presentation skills to communicate effectively, both verbally and in writing, with a diverse group of people.
- Ability to influence key decision makers, and build strong relationships with trust and honesty.
- Ability to critically think, analyze, problem solve and make appropriate decisions.
- Ability to work effectively under pressure, meet deadlines, and deliver superior results while keeping focus on customer needs.
- Possess a high level of integrity and ability to work with confidential information.
- Computer literate and knowledgeable of human resources information systems (HRIS).
- Must be a confident, self-directed individual who can work within a team as well as independently.
- Strong communication, organization, documentation and record keeping skills necessary.
- Strong customer service skills.
- Demonstrated ability to work well with low-income, multi-ethnic patient population, and relate respectfully and effectively to people with diverse backgrounds.
- Community health center or healthcare experience preferred.
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:
- Ability to regularly sit or stand at a desk, in front of a computer for prolonged periods of time throughout the workday.
- Ability to walk and use stairs when necessary.
- Ability to communicate verbally on a regular basis in-person, by telephone or through video.
- Specific vision abilities required by this job include close vision and working with multiple computer monitors.
- Ability to regularly perform writing, keyboarding, reaching, and other manual dexterity tasks typical of an office environment.
- Ability to infrequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
- Work will generally be performed indoors, in an office setting.

Pay: $142,610.00 - $160,000.00 per year
